How to Use the Reverse Bid Auction (Meeting Room)

Access, Username and Password

 

  • Each registered bidder will be given a unique username and a password, informed by email, to protect the identity of the bidding company. These are not to be disclosed before or during the bid event;
  • It is recommended that participants enter the chat room on time and remain until the end of the session, as the chat history will not be available. Messages and files will only be visible for those who are in the chat room at the moment these are sent. The BNCE will however, endeavour to keep late joiners updated by posting the latest lowest bids;
  • The bidder is responsible for making all arrangements necessary to have access to the chat room;
  • The bidder must ensure that the computer, mobile phone and/or any other similar device that is used to access the chat room is adequate for that purpose. The BNCE takes no responsibility for any inability to access the chat room due to faults or inadequacies inherent in the bidder’s own equipment or internet connection;
  • Bidders are responsible for the security of their username and password. If this username and password combination is hacked from the bidder’s device due to any viruses or malware that is present on the device, this is the bidder’s responsibility;
  • Bidders should report any hacking attempt or security breaches from their devices immediately to the BNCE;
  • The BNCE will use all reasonable endeavours to ensure the chat room is accessible at all times during the reverse auction session; and
  • If the corresponding email address ([email protected] or [email protected]) or the chat room becomes unavailable due to technical or any other difficulties, the events listed in the schedule of this process will be postponed. In such circumstances, participants will be notified accordingly.

 

General Information

 

  • The reverse bid auction will take place, according to the SCHEDULE contained in the tender notice. Please take note of the date and starting and ending times of the reverse auction session and the time allocated for bidding. Bids cannot be placed before or after the session;
  • Bidders should be prepared with competitive price quotes on the day of the bidding event;
  • The bids should be submitted by instant chat message during the reverse bid auction, in accordance with the SCHEDULE contained in the tender notice;
  • Private messaging will not be enabled; and
  • A countdown message will be displayed before the system automatically ends the reverse auction session;

 

Instructions for Start of The Reverse Auction

 

  • Visit our webpage https://www.marinha.mil.br/cnbe;
  • On the menu on the left, in the “Reverse Bid Auctions” section, click on “Access our Reverse Bid Auctions (Meeting Room)” to go to the login page; and
  • Enter your username and password and click on “Enter Room” to enter the chat room.

 

Chat Functionalities

 

  • Chat content Display Area
    • The window displays messages entered by users in the chat room; and
    • All users in the room will see the same messages.
  • The User List
    • The User List provides a list of all users logged into the chat system.
  • The Input Field
    • Use the input field to enter and send messages to the chat room. After typing a message press “Enter”, or click the white arrow in the navy-blue square to send the message to all other users.
  • The Tool Bar
    • Mute button : The option to mute chat sounds is available to all.
    • Attach File button : Click on “Attach File” to upload files.
    • End Chat button : Click on “End Chat” to leave the meeting room.
