General Terms & Conditions for Commercial Tenders

The Brazilian Naval Commission in Europe (BNCE) is the purchasing office of the Brazilian Navy responsible for the acquisition processes between the Brazilian Navy and companies located in Europe, Africa, Oceania and Asia (excluding Japan, China and Korea).
Please note that, although you may be contacted by one of our Maritime Organizations located in Brazil, requesting a quotation, the process of purchasing will be made via our office in London. Therefore, we advise you to always quote according to the terms and conditions specified in this document.
 

  1. Quotation Requirements:

    1. Your offer MUST be valid for at least 90 days;
    2. Quotations may be sent via email;
    3. ALL offers must be addressed to:
      Brazilian Naval Commission in Europe
      170, Upper Richmond Road
      Putney
      London SW15 2SH
      United Kingdom.
  2. Quotation must include:

    1. Quantity required;
    2. Unit price and total prices per item;
    3. Total price for the quotation;
    4. Estimated weight when possible.
  3. Delivery Terms:

    1. For England, Scotland and Ireland delivery term must be FCA London Depot packed for container shipment by sea freight.
    2. For the countries listed below, the quotation must include both FCA and FOB delivery terms, according to INCOTERMS 2020 and the cities indicated for each country.
    3. For all other countries not listed above, delivery term must be CIP/CIF Rio de Janeiro.
  4. Extra Charges:
    All quotations must include all applicable charges such as:

    • Warranty Certificate;
    • Certificate of Conformity;
    • Labelling;
    • Packaging; and
    • Minimum Order Quantity or Minimum Order Charge.
  5. Price:

    1. The prices, currency and charges offered for the object of this Public Tender, as per INCOTERMS 2020 must be firm and fixed until delivery. Prices quoted should be total and include any extra charge that you may have. These prices will be the ones to be ordered and expected to be invoiced.
    2. Prices are to be exclusive of all Taxes not payable on exportable goods.The Brazilian Navy is zero rated for VAT purposes.
  6. Terms of Payment:
    Payment will be effected only against Original Commercial Invoice within 30 days after delivery,through our London Bankers.
     

  7. Export License:

    1. When necessary, an export license must be provided by the supplier, according to INCOTERMS 2020.
    2. When requested, the evidence of export will be provided by our forwarding agent, free of charge. However, you are required to produce all export customs documentation for clearance formalities.
  8. General Conditions:

    1. When applicable, the items quoted should be originally manufactured in accordance with the appropriate military quality standards which must be clearly stated on the quotation. The manufacturer’s Certificate of Conformity stating the quality standards may be called for when placing an order.
    2. If any part number and/or description being offered is different from the ones in our enquiry, it is imperative that technical data is supplied to confirm that:
      I - Item(s) required is (are) obsolete and item(s) offered is(are) a fully interchangeable / alternative;
      II - Part number(s) required has (have) been re-referenced; or
      III - Part number(s) offered is (are) another reference for the same item.
    3. When applicable, the company must inform if item offered is not new or reconditioned.
    4. For dangerous goods classes the following will berequired: Safety data sheet and Dangerous Goods Declaration (for Air Shipment) or Dangerous Goods Certificate (for Sea Shipment).
    5. Delivery time after receipt of our purchase order must be informed.
    6. Items must be labelled/tagged with respective Part Number, Manufacturer's Code and, if known, NATO Stock Number.
