Purpose

BNCE, member of the body structure of the Brazilian Naval Command, reporting directly to the General Secretariat of the Navy, aims to contribute to the logistical support of the Naval Forces of the Navy and Military Organizations of Brazil (MB), with respect to activities of Purchasing and Maritime Traffic abroad.

Area of Jurisdiction

BNCE's area of responsibility includes: Europe, Africa, Oceania and Asia, excluding Japan, China and Korea.

Area of Competence

BNCE is responsible for :

  • Running the management activities of procurement of material and services for military application as well as those pertaining to Maritime Traffic, performing market research, well in advance, in order to ensure the best possible prices, quality and delivery and payment;
  • Managing the review and repair of equipment;
  • Managing resources and financial commitments under its responsibility;
  • Performinging administrative activities and personnel support in commission, delegation and representation, on courses or in transit, as well as provide support to Naval Attaches, within their respective areas of responsibility;
  • Contributing to the implementation, coordination and control of activities related to obtaining scientific and technical information considered of interest to the Brazilian Navy;
  • Following the technological evolution of materials and equipment of interest to the Brazilian Armed Forces;
  • Promoting the Brazilian Armed Forces and the Brazilian defence industry to the extent of BNCE's possibilities and sphere of action;
  • Monitoring administrative agreements for the Navy of Brazil abroad, and
  • Performing administrative and support activities to the Permanent Representation of Brazil to the International Maritime Organization (RPBIMO).

 

Special Situations

In a situation of mobilization, conflict, state of defence, state of siege and federal intervention under special arrangements, BNCE will comply with the tasks assigned to it by the Standards and Guidelines relating to Maritime Mobilization issued by the Secretary General of the Navy.
