Joining Instructions for Foreign Instructors and Participants

attending the United Nations Maritime Task Force Course (UN MTF)

Naval Peace Operation Training Centre (NPOTC), Brazilian Navy, BRAZIL

 

INTRODUCTION

Brazilian Navy will conduct a United Nations Maritime Task Force Course (UN MTF/2019) at its Naval Peace Operations Training Centre, from 04 – 15 November 2019.

 

COURSE DESCRIPTION

The two-week course will be conducted in English, through a combination of lectures/syndicate discussions, map exercises, and a table top exercise based on UNIFIL mandate (mission specific training exercise). The content will comprise the following UN training materials: Core Pre-Deployment Training Materials (CPTM); UN Specialized Training Materials – Maritime Task Force Units (UN STM-MTF) and part of the Module 3 from UN Specialized Training Material for Staff Officers (UN STM-SO), regarding the UN Military Planning Process.

The learning assessment will be formed by the following formula: 30% by the grade achieved in a UN CPTM written test (minimum of 60% right answers for pass), 30% by the grade achieved in a UN STM – MTF/UN STM-SO test (minimum of 60% right answers for pass) and 40% by the trainee active participation along the course. Global minimum for approval and certificate delivery: 60%.

 

REQUIREMENTS FOR PARTICIPATION

  1. Foreign participants should meet the following requirements:

  • Rank: officers from Lieutenant (Navy) to Captain (Navy), in active service or temporary active tour of service; and

  • English level (3-2-3-2),l according to NATO STANAG 6001.

  1. Foreign Instructors are to be gently invited to take part, according to further contacts between the Brazilian Navy and Naval Attaches in Brazil. However, UN Member States could also show interest in send their Instructors, doing so by their Naval Attaches in Brazil.

  2. In accordance to the relevant objectives posed by UN Security Council Resolution 1325/2000, the participation of women, as trainees or foreign instructors, is highly encouraged.

 

COURSE DATES

The following dates will be applied to the course:

a) Instructors arrival: sunday, 27 october 2019

b) Instructors meeting/preparatory sessions: monday 28 – wednesday 30 October 2019

c) Participants arrival: saturday 02 november 2019

d) Course starts: monday 04 november 2019

e) Course concludes: friday 15 november 2019

f) Cultural program: saturday 09 november 2019 (flexible)

g) Participants departure: Friday 15 November 2019

h) Instructors departure: Friday 15 November 2019

 

ACCOMMODATION AND FINANCIAL ARRANGEMENTS

The Brazilian Navy will cover the expenses for your accommodation (2 person/room) for instructors and maximum of 15 persons/room basis for course participants), meals (breakfast, lunch and dinner) and domestic transportation for all planned activities during the duration of the course.

All international instructors and participants will stay at Admiral Sylvio de Camargo Marine Corps Training Centre during the period of their stay accordingly. The Admiral Sylvio de Camargo Marine Corps Training Centre is located at the Ilha do Governador Marine Corps Complex, at Magno Martins Street, Ilha do Governador, Rio de Janeiro -RJ, ZIP code 21911-430.

 

TRANSPORTATION

The NPOTC will provide transportation, within Brazil, for all planned activities, including reception/departure arrangements. Airline tickets are to be provided by the Instructor/Participant National Government. Once you receive your airline tickets, please share the details immediately with Lt.Cdr RODRIGO SOUZA, e-mail: [email protected], mobile: +55 21 99601-0385, with copy to Lt.Cdr MÁRCIA, by [email protected]. Reception and transportation from the airport to the NPOTC will be arranged according to the respective flights itineraries. After landing at the airport, please follow signs leading to Passport Control and the Baggage Hall.

At the passport control area, present your passport at the immigration counter. Participants traveling with diplomatic or official passport are entitled for priority lanes.

Retrieve your baggage in the baggage hall. You can verify the baggage carousel number of your flight on the Baggage Claim Flight Board.

After having your baggage, please proceed through the Customs inspection. If you have nothing to declare, use the exit stating “Nothing to Declare” (the green exit).

After landing at the airport, please look for the reception party who will be displaying a “NPOTC’ sign at the Arrival Hall.

CULTURAL ACTIVITIES

During the course, the NPOTC will organize all the international instructors and participants for a cultural program at the city of Rio de Janeiro. Dates and places will be confirmed later.

 

PASSPORT AND VISA

International participants are requested to have a valid passport at least 6 months from the date of entry into Brazil. Visa entry requirements can be found at http://www.portalconsular.itamaraty.gov.br/vistos-para-viajar-ao-brasil#precisa. This website is avaliable in portuguese and English for consultations.

 

MEDICAL EMERGENCY

In case of medical emergency, a nursery is arranged to provide first aid services and basic medical care at the venue without charge. All participants are advised to arrange own travel insurance covering medical treatments. In case of serious illness, participants will be responsible for own medical expenses at the hospital. For emergency requirement, please feel free to contact the Program Coordinator or his Deputy, by e-mail or phone numbers. Respective Embassies will be requested to take responsibility for medical expenses incurred by the hospital if the participants do not have travel insurance.

 

FURTHER MATTERS

  1. Naval Peace Operations International Seminar

The NPOTC will conduct, on october 31st (thursday) the Naval Peace Operations International Seminar, at the Admiral Sylvio de Camargo Marine Corps Training Centre facilities. The UN MTF Course foreign Instructors and Participants are strongly encouraged to attend this event, which will be an important milestone on the naval peacekeeping and maritime security knowledge sharing within the South Atlantic region. To do so, please contact the Course Coordination, so additional information might be provided.

  1. Integrated Training Service (ITS) Evaluation for UN MTF 2019 Recognition

Please note that this UN MTF 2019 course will be observed and assessed by the United Nations Department of Peace Operations Integrated Training Service (UN DPO-ITS) Staff from United Nations Headquarters (UNHQ), in order to get the UN Training Recognition. Hence, all instructors are strongly requested that the nominated instructors are proficient and well prepared for the delivery of the UN Core Pre-deployment Training Materials (UN CPTM) and the UN Specialized Training Materials for Maritime Task Force (UN STM-FTM), especially on the assigned subjects prior your arrival. For the participants, we kindly request for your focus attention throughout the course, since your contributions during the course are very essential and significant for the evaluation process.

  1. Personal Equipments

Electricity is 110 volts in Rio de Janeiro. There is a specific standard for plugs and outlets, which is 3 rod type. The 2 flat type also fits in the Brazilian standard also. We strongly suggest you to bring personal laptop for eventual homework/study, and an universal adaptor for your electronics as well (no laptops/adaptors will be provided for personal use by NPOTC).

 

ADMINISTRATIVE ISSUES

As soon as the selection and nomination (for foreign instructors and participants) process is completed, passport copies of the candidate to the course coordinator as soon as possible for other necessary procedures, such as accommodation reservation, etc.
