                                                                                                                                                                  As important as having a Conventional Nuclear-Propulsion
                                                                                                                                                                       Submarine is having a thriving Economy of the Sea,
                                                                                                                                                                   which contributes significantly to national development,
                                                                                                                                                                        the common good of the Brazilian people and the
                                                                                                                                                                        strengthening of its public and private institutions.

                                                                                                                                         he oceans cover approximately 71% of the Earth’s surface, which is equi-
                                                                                                                                         valent to 361 million square kilometers, with a volume of about 1.3 billion
                                                                                                                                    Tcubic kilometers. We find 97% of the available water of our planet in this
                                                                                                                                    immensity.
                                                                                                                                    In this wake, Brazil is a nation with a maritime vocation and has one of
                                                                                                                                    the largest Exclusive Economic Zones in the world, an area equivalent to
                                                                                                                                    the Green Amazon or more than half of the national territory. Our coun-
                                                                                                                                    try ranks among the world’s largest producers of offshore oil and gas, in
                                                                                                                                    addition to being one of the largest submarine cable hubs in the world.
                                                                                                                                    About 97% of the oil and 86% of the natural gas produced in the country
                                                                                                                                    are extracted from offshore exploration, according to data obtained from
                                                                                                                                    the National Petroleum Agency (ANP); over 95% of Brazilian foreign trade
                                                                                                                                    flows through maritime routes. In this regard, Brazil achieved significant re-
                                                                                                                                    sults in the aforementioned sectors and is able to consolidate, in the short
                                                                                                                                    term, a prominent position in emerging  sectors related to the sea, such as
                                                                                                                                    marine aquaculture, offshore wind energy, marine biotechnology, high-
                                                                                                                                    tech maritime products and services, terminals and technological ports with
                                                                                                                                    high export and import capacity adapted to  e-Navigation, among others.
                                                                                                                                    According to projections by the Organization for Economic Co-operation and
                                                                                                                                    Development  (OECD),  the  value  generated  by  the  ocean  industry  could  dou-
                                                                                                                                    ble from US$1.5 trillion in added value in 2010 to US$3 trillion in 2030. Ma-
                                                                                                                                    rine aquaculture, fisheries, fish processing, maritime port activities and offshore
                                                                                                                                    wind, especially, were seen as the ones with the greatest potential for growth.
